This is the sound of a phone dialing out when a call is placed. I work in an outbound call center and this was recorded at my desk on an Avaya telephone. There is a beeping tone followed by a pause, and then it repeats until either the voicemail picks up or the caller disconnects. in the background you may be able to hear the sound of an air conditioner blowing. This was recorded on an iPhone 7 Plus using the voice memo feature.

There is also the ever present hum of my Dell computer, as well as periodic chatter from the employees of the dining hall.
